Office for Reducing Social Disadvantages

The social disadvantaged are those people whose behaviors are inconsistent with social norms due to different mental, social, economic pressure, lack or shortage of skills for living, weakness in applying responsive approaches, being affected with mental illnesses, suffering mental retardation and so on. These factors contribute to deviate one`s life from appropriate route, therefore there would be no independent and healthful life for them except particular interference. 

When one suffers from social disadvantages, second- level interference of predictions will be started which is presenting on time particular services and this level could last for long or short period of time depending on the kind of disadvantage and people`s conditions but what is so important in this issue is that the interference is not too long.  People can enter the third stage of prediction which is recovering after receiving social services and reducing critical condition. The high quality of this section will lead to recover and return the person to society and reduce social disadvantages or to avoid new disadvantages.

However, one of the Islamic Republic of Iran `s schemes is to predict the social disadvantages, to recover them and to train skills to the disadvantaged and vulnerable people. For this reason, Technical and Vocational Training Organization of Iran (TVTO) has considered empowering the social disadvantaged or vulnerable people regarding regulation note 2, article D, 308th act of Supreme National Security Council in cooperation with Office for Reducing Social Disadvantages. This office has considered this scheme as strategy 4 in affiliated organization in cooperation with other relevant units in order to support and empower the disadvantaged through concrete and appropriate planning in order to provide job opportunities, reduce unemployment and set up conditions for entering to labor market and obtaining suitable occupation.

 

Job Description of Social Disadvantages Reduction Office:

1)      Organizing inter and intra organization committees and holding special meeting for coordinating and facilitating the policy processes, scheduling, making decisions, cooperating,…..among related state and private bodies in order to present servicing trains to social disadvantaged.

2)      Analyzing, identifying, and putting the target community into priority in order to decrease social disadvantages, and giving priority for presenting skill trainings- technical and vocational- in cooperating with relevant bodies.

3)      Recognizing, analyzing, and giving priority to skill, technical and vocational needs of the social disadvantaged by presenting trainings in cooperating with relevant bodies.

4)      Passing policies for creating educational programs- technical and vocational -as a supplement for other supporting programs in cooperation with relevant bodies in order to support the social disadvantaged. 

5)      Having and coordinating relations with private and state bodies for identifying society`s objectives, training needs, categorizing social disadvantages in order to instruct them, and allocate job opportunities and technical trainings.

6)      Analyzing and recognizing physical facilities and human force in affiliated units and other bodies in order to utilize the presentation of better technical and vocational trainings.

7)      Analyzing and recognizing careers needed for the social disadvantaged or vulnerable people with a view to recognizing new careers or suitable occupations in labor markets in cooperation with relevant bodies.

8)      Analyzing training courses- technical and vocational- taught to the social disadvantaged or vulnerable people and looking over its results after training within the framework of research plans in corporation with pertinent bodies.

9)      Identifying and analyzing present problems, predicaments, and impediments for allocating technical and vocational trainings to the social disadvantaged or vulnerable people in cooperation with related bodies.

10)  Analyzing and identifying educational plans, curricula, and valuable domestic and foreign `s approaches for presenting technical and vocational trainings to the social disadvantaged.

11)  Providing and compiling technical and vocational contents such as brochures, pamphlets, and articles, etc. in order to present skill training to the social disadvantaged in cooperation with pertinent bodies.

12)  Providing suitable and constant conditions in order to instruct skill training and improve the disadvantaged or vulnerable people`s skill in community in cooperation with related bodies.

13)  Designing syllabus, compiling educational materials, improving instructors` pedagogical skills and allocating trainings to the social disadvantaged or vulnerable people in cooperation with relevant bodies.

14)  Holding pedagogical and scientific  congresses, seminars and meetings with other organizations and NGOs with a view to interacting information, comments, and also improving approaches for offering services to the disadvantaged as well as praising target community`s selected people. 

15)  Analyzing and identifying supporting strategies (financial and non-financial) for trained people, i.e., for those having TVTO `s certificates (the disadvantaged or vulnerable people in cooperation with relevant bodies).

16)  Supervising and evaluating the performance of organizations constantly located in different provinces in order to allocate appropriate skill training to the social disadvantaged.

17)   Holding local and regional meetings in order to coordinate and cooperate with adjacent provinces with the aim of establishing skill trainings to the disadvantaged.

18)  Identifying strategies for devoting essential credits in order to empower the disadvantaged, to improve skills and to allocate skill trainings- technical and vocational-to the social disadvantaged or vulnerable people in cooperation with pertinent bodies.

19)  Holding suitable courses needed for the social disadvantaged or vulnerable people in cooperation with related bodies.

20)  Holding training terms to improve skills of instructors who teach pedagogical services to the social disadvantaged or vulnerable people in cooperation with pertinent bodies.

13)  Sending proposal for reducing social disadvantages through training technical and vocational skills with the aim of offering and passing in Council of Ministers.

14)  Conducting and passing an agreement with pertinent organizations such as Judiciary, Iran Prisons Organization, State Welfare Organization, Women Affairs Office, Municipalities, and City Councils.

15)  Performing common schemes with Judiciary such as Omid Plans, Salman Jafarieh and Family Maiyshat Maharat, etc.

16)  Identifying skill-training needs of students of theological school.

17)  Providing training standards of proposals common with Judiciary such as Omid plan (skill directorate and behavior knowledge)
